Well, it depends on what counciling you want to do. I guess there are requirements for being a councilor career-wise, but there are ways to council people simply by being there for them. A clear mind and an understanding view of things are excellent, wether its for a job or simply because you want to help others.

If you want it to be your profession, you should get at least a bachelor's degree in Psychology (usually a 4-year-degree). Preferably Master's though (AT LEAST one year more after your bachelor's).
